Call for Proposals

Proposal Submission

The Consortium for Research on Educational Accountability
and Teacher Evaluation (CREATE) requests proposals for
papers and panels to be presented at the National Evaluation
Institute (NEI) from October 9 through 11, 2008. The
purpose of the Institute is to disseminate information about the
theory, research, and best practices of evaluation in the areas of
evaluation and accountability; program, personnel, and student
evaluation; evaluation and educational policy; evaluation and
technology; using data to improve educational quality; school
and classroom practices and closing the achievement gap as
these areas influence school and program effectiveness, student
learning, and staff performance in schools and colleges.
Assessment, Evaluation, and Professional Learning
Communities is the theme of the Institute. The Institute solicits
a range of papers that address topics and related questions in
four complementary strand areas.

By offering a supportive and stimulating workspace, by
providing exposure to a wide range of methodologies, and by
disseminating the collective expertise of practitioners and
researchers from around the world, the NEI provides a forum
for those who are engaged in the use of evaluation and assessment
for the benefit of education. Attendees will come away
with new contacts; fresh perspectives; and a renewed heart for
the difficult, but increasingly important work of educational
evaluation in this era of high-stakes accountability.
Proposals should follow the outline and instructions provided.
Proposals will be judged on potential value to the audience,
relevance of the topic to the theme, and overall quality.
Proposals must be received by May 31, 2008.

Notifications of acceptance status will be sent by June 30th.
All presenters and their co-presenters who submit proposals
must agree to:
. Register for the Institute by August 29, 2008.
. Be present at the Institute to deliver the presentation.
. Have the presentation description printed in the Institute
program.

The Institute will provide presenters with a screen and digital
projector (for laptop connection.)

Conference Site
Wilmington, North Carolina
Welcome to the charming port city of Wilmington! This city is
located in the southeastern corner of North Carolina between
the Cape Fear River and the Atlantic Ocean. Although not just
a tourist town, Wilmington has become a popular destination
because of its moderate, four-season climate, historic preservation
district, annual events, such as Riverfest and the Azalea
Festival, and numerous championship golf courses. In
addition, nearby Wrightsville Beach is a Mecca for sailors,
surfers, sunbathers, beachcombers and seafood lovers.
The city has more than 65,000 residents and is home to the
University of North Carolina at Wilmington. It is also home to
a regional visual and performing arts center, a regional medical
center and to Screen Gems Studios - North Carolina, one of the
largest motion picture and television studios outside of Hollywood.
Wilmington, the county seat of New Hanover County, was
incorporated in 1739 and was originally situated on seven hills
located on the east side of the Cape Fear River. It was named
in honor of Spencer Compton, Earl of Wilmington, who was a
patron of North Carolina's Governor at the time. To this day,
visitors are reminded of its rich history by the grand old homes
and tree-lined boulevards making Wilmington one of the most
beautiful small cities in the south.
