The Millman Award, created in 1998 as a tribute to Jason Millman, was established to recognize scholars whose body of work in the field of educational evaluation and assessment had contributed greatly to the field, advancing the use of educational evaluation and assessment in the service of education.

"The establishment, by the Consortium for Research on Educational Accountability and Teacher Evaluation (CREATE), of the annual Jason Millman Memorial Award and Lecture is a fitting tribute to a man who was a giant in the fields of educational research, measurement, and evaluation. The awards and lectures will help CREATE sustain the memories of Dr. Millman's profound contributions: his warm, caring support and friendship to many evaluators and editors and his help in establishing CREATE as a viable organization. Jason was a wonderful human being and the consummate scholar. He will long be remembered for his gentleness, great intelligence, optimism, sense of humor, humility, strong family values, dedication to students, cutting-edge inquiry skills, incisive publications, leadership in professional associations, excellent service on policy boards, and superlative editing of professional publications. Dr. Millman was a leader in advancing student assessment, teacher evaluation, credentialing of professionals, standards-setting, and other areas. He wrote widely on new technologies and approaches to teacher assessment, including performance-based measures of teaching competence and also the use of student achievement measures to assess teacher effectiveness. Among his many influential publications are the 1981 Handbook of Teacher Evaluation and its 1990 sequel with Linda Darling-Hammond."
