Thomas R. Guskey, Ph.D











Each year, the CREATE Officers and Board of Directors select the recipient of the Jason Millman Award. This honor was established in memory of the late Jason Millman, a pioneer in the field of educational assessment. This year's Millman Scholar is Thomas R. Guskey, Ph.D.


Dr. Guskey is Professor of Educational Psychology in the College of Education at the University of Kentucky. A graduate of the University of Chicago's renowned Measurement, Evaluation, and Statistical Analysis (MESA) Program, he served as Director of Research and Development for the Chicago Public Schools, and later became the first Director of the Center for the Improvement of Teaching and Learning, a national educational research center in Chicago.


Dr. Guskey is on the Editorial Board of The Elementary School Journal, NASSP Bulletin, Journal of Research on Professional Learning, and Educational Measurement: Issues and Practice. He co-edits the Experts in Assessment Series for Corwin Press and has been featured on the National Public Radio programs, "Morning Edition" and "Talk of the Nation." He also served on the Policy Research Team of the National Commission on Teaching & America's Future, on the Task Force to develop the National Standards for Staff Development, and recently was named a Fellow in the American Educational Research Association, one of the Association's highest honors.


Dr. Guskey's publications include 17 books, 33 book chapters, and over 200 journal articles and professional papers.
